As recently as January, President Vladimir V. Putin of Russia emphatically rejected the idea of a temporary cease-fire in Ukraine. But after a month in which President Trump turned American foreign policy on its head and Russian forces made progress in a key battle, the Kremlin now appears keen at least to entertain the 30-day cease-fire proposal made by Ukraine and the United States on Tuesday.Dmitri S. Peskov, Mr. Putin’s spokesman, told reporters on Wednesday that the Kremlin was “carefully studying” the outcome of Tuesday’s talks between the United States and Ukraine, and their call for a monthlong cease-fire.He said he…

A Democrat won a special election for a seat in the Minnesota House of Representatives on Tuesday, according to The Associated Press, returning partisan control of that chamber to an even split during an unusually acrimonious legislative session. The seat, in a heavily Democratic district north of St. Paul, has been at the center of a weekslong fight for power that led House Democrats to boycott the early weeks of the state’s lawmaking session.David Gottfried, the Democrat and a Minnesota native who works at a law firm, defeated Paul Wikstrom, a Republican who is an engineer and had sought the seat…

The top three in my annual ranking of the best coaches in college football was easy. After that, things got more complicated. How much does recency bias factor in? For me, not as much as it does for Stewart Mandel, whose Top 25 can be found here. I’ve always given coaches more credit for what they did at their previous stops than he does, but I’ve become more of a creature of the moment than I used to be.One caveat: Even with all of the shake-up in the sport, it’s hard to include coaches who haven’t spent at least three seasons…
A blasphemous black comedy, part noir, part case history, Luis Buñuel’s 1953 Mexican melodrama “Él” amply justifies its inadvertently self-reflexive American release title, “This Strange Passion.”One of the rediscoveries of last year’s Buñuel retrospective at the Museum of Modern Art, “Él” opens for a week at Film Forum in a fine new 4K restoration. The initial sequence, filmed in the nave of a 16th-century Mexico City cathedral, is a well-attended Holy Thursday Mass. As the camera lavishes attention on ritual foot-washing, so does the suavely aristocratic Francisco Galván (Arturo de Córdova). Then his gaze strays from the row of bare feet…
▶ Listen on Spotify, Apple Music or YouTube5. Jason Derulo: “Whatcha Say”Speaking of Auto-Tune, this proudly synthetic debut single from the R&B singer Jason Derulo doubles down on vocal effects, prominently sampling Imogen Heap’s 2005 pitch-shifted a cappella tune “Hide and Seek” and heavily processing Derulo’s own voice to match hers. For better or worse, few songs recall the retrofuturistic sound of 2009 more evocatively than this one!▶ Listen on Spotify, Apple Music or YouTube6. The xx: “Intro”Another defining indie release of 2009 came from the London trio the xx. Romy Madley Croft’s hushed vocals lent the trio’s self-titled debut…
